About Us
Rights Education And Development Centre (READ) since 2001 working for the welfare and development of children, women, adolescents, young workers, textile workers and Interstate migrant workers in Erode, Coimbatore, Tirupur and Namakal Districts. READ aims to create a society where every person has the right to life and dignity without any forms of discrimination and exploitation and liberates the community from poverty, child labour, bonded labour and other human rights violations.
Interstate Migrant Workmen Act, 1979 intends to regulate the employment of inter-state migrant workmen and to provide for their conditions of service. It applies to every establishment, and the contractor, who employ five or more inter-state of Pass-Book to every inter-state migrant workmen with full details, payment of displacement allowance equivalent, payment of journey allowance including payment of wage during of the period of the journey, suitable residential accommodation, medical facilities and protective clothing, payment of wages, equal pay for equal work irrespective of sex etc. The main responsibility for enforcement of the provision of the Act lies with the State Governments in the establishment falling in the State Sphere respectively.

READ emphasized the increasing numbers of migrant workers in Tamil Nadu who are mainly migrating from state of Odisha, Bihar, Assam, Chattisgarh, Jarkhand and West Bengal to Tamil Nadu either through employer, contractor or with their own interest. The migrant workers are employed in garment industry, brick kiln, construction works, street venders etc… And 30 percent migrant workers are equipped in the garment sectors so majority of interstate migrant workers found in the large and medium scale sectors. Labour trafficking, low-wage, physical and sexual harassment at workplace, no overtime wages and no social benefits are major issues encountering the rights of migrants. Mentioned issues with migrant workers start at the beginning of their recruitment process. So, one important question is “What kind of labor standard is maintained during the recruitment process?” Besides, there are emerging issues of self-migration; migration using middle-man with indicators of human trafficking and bonded-labor for garment industry; inter-state migrants coming with families and children. The industries like garments have demand for workers who are vulnerable, prefer to take female worker who cannot raise voice against them or join unions.So, as per the Act, every migrant worker is accountable to register before and after the migration either through employer, contractor or with their own interest. It helps to report the incidence of fatal accident or serious injury of such workman to the Principal employer and specified authorities of both the States and also the next of kin of the workmen.
